What it does
Pull text out of images, videos, PDFs and any app where you cannot select it, then clean it up and send it straight to the clipboard or an editor. All OCR runs on your own device using the built-in Windows OCR - no internet, no cloud service, no per-use cost. Windows 10 or later, available from the Microsoft Store. Its full-screen grab mode is the basis of the PowerToys Text Extractor.
Summary based on the project's own description. The Japanese page has a fuller beginner guide: setup difficulty, what to prepare, and a step-by-step start.
